How fractions, decimals and percents relate

A fraction a/b, a decimal, and a percent are three notations for the same value. To turn a fraction into a decimal you divide the numerator by the denominator; to turn a decimal into a percent you multiply by 100. Going from a decimal back to a fraction, you write the digits over the matching power of ten (0.75 = 75/100) and reduce by the greatest common divisor (75/100 = 3/4). A fraction terminates as a decimal only when its reduced denominator has no prime factors other than 2 and 5 — otherwise the decimal repeats and is shown as an approximation.
